The Car Allowance Rebate System (CARS), otherwise known as Cash for Clunkers, was active through July and August of 2009. The controversial program allowed car owners to receive a U.S. government-provided rebate for trading in a used car with less than 18 miles per gallon combined fuel economy for a new car. The government ended the program early after its allocated funds were quickly exhausted due to high demand. In the end, the average rebate amount was about $4,200.

The five states with the highest numbers (including California and Texas) of paid Cash for Clunkers invoices are also the five states that in 2009 were estimated to have the highest total populations. Alternately, Hawaii and Montana had the lowest numbers of paid invoices.
